English: The Lawyers Association is not an public administrative body, but it is, when issuing this certificate, exercising the statutory power pursuant to Sec. 46(5) of the Lawyers Act PRC, which means acting in a public-administrative manner; see the verdict No. 2016/Guangdong-71/Administrative-Final/35 of the Guangzhou Railway Transportation Intermediate People's Court. This certificate is therefore a paperwork of the public-administrative nature referred to by the Sec. 5(1) of the Copyright Act PRC.
